Infrastructure Investments

 

Since APICDA’s inception, the Board of Directors determined that its initial development focus would be the construction of infrastructure in its member communities. This is based upon the concept that the development of a stable local economy hinges upon the development of reliable local infrastructure – without adequate and sufficient infrastructure, the opportunities for local business development and the accompanying creation of local jobs cannot occur.

Since 1992, APICDA has pursued an aggressive infrastructure development program. This program continues, although APICDA is increasingly shifting its focus to business development. The board recognizes that the intensity of development will vary with the community, based upon the availability of fishery resources and other factors; however, the board believes that even limited development provides each community and APICDA with opportunities to enhance the community’s social and economic well-being.

APICDA, on its own or in combination with other entities (a borough, city, the Economic Development Administration, state or federal governments) has initiated and/or completed the following infrastructure projects in our communities. Note that this is only public infrastructure – it does not include infrastructure that is a direct business capital investment in the community.

  • Dredging of Zapadni Bay Harbor on St. George Island – completed;

  • Construction of a new, sub-port facility (Tract I) on St. George Island, in partnership with the St. George Tanaq Corporation – completed;

  • Construction of a new outfall at St. George – completed;

  • Construction of a dock facility in Nelson Lagoon – completed;

  • Prepping four acres of APICDA-owned land adjacent to the new dock facility in Nelson
    Lagoon – completed;

  • Construction of a gear storage warehouse in False Pass – completed;

  • Construction of a small boat harbor in False Pass, including a road and cargo handling capability on the south arm – completed;

  • Improvements to the airport and runway in False Pass – pending;

  • Extension of water and electric services to the city dock in False Pass – completed;

  • Construction of a small boat mooring basin in Akutan – completed;

  • Construction of a small dock and attendant floating barges in Atka – completed;

  • Construction of a water capture and delivery system to the dock facility in Atka – completed;

  • Construction of a major dock facility in Atka – completed;

  • Construction of a new hydro electric facility in Atka – completion date of 2011;

  • Construction of a vessel haul-out in Nikolski – completed;

  • Installation of aircraft navigational aids in Nikolski – completed;

  • Contribution of $139,440 to the Nikolski wind turbine project – completion date of Septempber 2010;

  • Purchase and installation of three small wind generators in Akutan, False Pass, and Nelson Lagoon as part of APICDA’s alternative energy program – completed; and

  • Reconstruction of the St. George harbor - pending.
